Introduction

In alignment with the April 2022 industry mandate, Cybersource completed all readiness activities to support expanded eight‑digit ISO BIN ranges. Updates were deployed to:

  • Test Environment: March 9, 2022
  • Production Environment: March 28, 2022

Most changes occurred within internal processing systems and require no action from merchants. The only visible differences include minor labeling updates in Business Center reporting. However, merchants using BIN Lookup, Decision Manager, or Partner Risk Controls (PaRC) may need to update configurations to ensure full compatibility with eight‑digit BINs.

Overview

The expanded 8‑digit BIN requirement affects several Cybersource services. Depending on the integration, merchants may need to update their BIN usage, modify rule sets, or enable additional features through VAP self‑service or Support.

Services Potentially Impacted

  • BIN Lookup (migration required to v2.0)
  • Decision Manager (rule updates for 8‑digit BINs)
  • Partner Risk Controls (PaRC) bin‑blocking lists
  • Payment Testing trigger amounts and test card usage

BIN Lookup & Network Token Enablement

BIN Lookup and Network Tokens can be enabled using one of two methods based on your platform:

1. VAP Merchants – Self‑Service Enablement

If you are migrated to the Visa Acceptance Platform (VAP), you can enable BIN Lookup and Network Tokens directly through self‑service tools.

Self‑service training and documentation:

If a product or processor feature is not available in your VAP profile, an Admin user may open a support case requesting that the missing product or processor capability be added.

2. Not Yet Migrated to VAP – Support Case Required

If your merchant has not been migrated to VAP, an Admin must open a Support case requesting that BIN Lookup and/or Network Tokens be enabled on your behalf.

Decision Manager Requirements

Testing is optional, but Decision Manager configurations must be updated to support 8‑digit BINs.

  • Submit the full 8‑digit BIN when available.
  • Update rules that reference BIN lists or individual BINs to ensure they:
    • Use 8‑digit BINs, or
    • Use 6‑digit BINs only when appropriate for card type.

Test Cards: Only documented 8‑digit test BINs should be used in Sandbox. Contact Client Services for test data if needed.

Payments – Optional Testing

Testing is not required for eight‑digit BIN readiness; however, merchants may test at their discretion.

The Testing Guides page provides:

  • Trigger amounts and expected processor responses
  • Valid test card numbers
  • Processor‑specific testing instructions

PaRC (Partner Risk Controls)

Merchants using PaRC should review and update their:

  • BIN Management lists
  • BIN On‑US Management lists

Ensure that all entries reflect the correct number of digits for each BIN (6 or 8 digits depending on card issuer).
